DESCRIPTION: The Texas Division of Emergency Management (TDEM) is
an emergency response entity, this status can affect working hours,
travel needs and change in duties as needed. The TDEM Emergency
Management Academy Cadet is responsible for attending the TDEM
Emergency Management Academy and developing the appropriate skills
and job knowledge in the fields of Preparedness, Response,
Recovery, and Mitigation for the agency. This position encompasses
a wide range of responsibilities, including engagement with local
jurisdictions as part of the academy curriculum. This position is
contingent upon acceptance into the TDEM Emergency Management
Academy and meeting all requirements. A required component of the
TDEM Academy includes Basic Emergency Medical Technician training.
The EMT-B portion is an intense and rigorous course of study that
requires EMS rotations outside of normal work hours. Physical
activity is a condition of this position. The TDEM Academy is
expected to last approximately eight (8) months and will take place
in Fort Worth, Texas. This position may operate outside normal
working hours on a twelve (12) hour shift during activations of the
State Operations Center. Cadets may deploy from their normal duty
station for extended periods in the aftermath of a disaster. May be
required to work in physically demanding or austere environments
and work extended hours, including nights, weekends, and overnight
without guaranteed relief. Must have availability for some travel
as needed by vehicle or other mode of transportation. *Salary is a
fixed rate and is non-negotiable. *This position is located on-site
and not subject to telecommuting. Applicants selected for
consideration will be required to take a cognitive assessment test.
Selection for the Academy does not guarantee future employment and
does not alter the at-will status of employment with TDEM.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES: Satisfactorily complete
the TDEM Emergency Management Academy in accordance with TDEM
policy and standards. Requires in-person attendance. Satisfactorily
complete the state of Texas Emergency Medical Technician- Basic
(EMT) course and pass the National Registry Certification exam as
required by Texas Health and Human Services. Receive training in
various aspects of local, state, and federal emergency management.
Review and complete all assigned work during the course of the
academy. Prepare for various testing and examinations. Organize and
prioritize daily work assignments to meet the goals and objectives
of the agency. Ability to enter and exit an ambulance without
assistance. Must be able to lift up to 50 pounds, bend over, and
remain standing for an extended period of time. Ability to travel
(10%). May compile reports and perform administrative work while
attending the academy. May provide initial medical care in an
emergency to the extent trained. May assist in shelter management,
hazard mitigation, asset tracking, damage assessment and other
assignments as necessary in disaster activation. Face-to-face and
person-to-person interactions are required. Perform related work or

QUALIFICATIONS: Education – High school diploma or GED Experience –
Interested in TDEM and learning about the field of emergency
management and a potential career within TDEM. Minimum Age – 18
years of age Must show proof of required immunizations for the
EMT-B course. Measles, mumps, and rubella (MMR) Tuberculosis
(TB/PDD) Skin Test Hepatitis B: three vaccinations or positive
titer (series in process, with two vaccinations complete will be
accepted) Tetanus, Diphtheria, and Pertussis (Tdap): vaccination
within the last ten years Prerequisites - FEMA independent study
courses. Documentation must be provided at the time of application,
or the application may be rejected. Please note that the most
recent version of the IS course is required. IS100—Introduction to
Incident Command (2 hours) IS200—Basic Initial Command System for
Initial Response (4 hours) IS700—Introduction to the National
Incident Management System (3.5 hours) IS800—National Response
Framework, Introduction (3 hours) KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of Microsoft Office (Word, Excel, etc.) and other
operating systems, and devices. Ability to learn TDEM and FEMA
Preparedness, Response, Recovery and Mitigation program
requirements. Ability to exercise tact and diplomacy and interact
with the public. Strong organizational skills and attention to
detail. Strong and effective communication skills. Ability to
anticipate, identify issues, and problem-solve . Ability to work
extended or non-traditional hours such as evenings, weekends,
special events, etc. Ability to communicate with tact and
diplomacy. REGISTRATION, CERTIFICATION, OR LICENSURE: Must have
successfully completed the following emergency management courses
prior to the start of the Academy and provided documentation:
ICS-100, ICS-200, ICS-700, ICS-800. These Federal Emergency
Management Agency (FEMA) courses are available online. *Additional
